>> What is an Electrical Planning Report (EPR)?

An EPR is a provincially mandated technical report for stratas in British Columbia. It assesses your building’s current electrical capacity, projects future demand (e.g. EV charging, heat pumps), and recommends whether upgrades or demand management are needed.

>> Which strata corporations are required to have an EPR and by when?

Strata corporations with five or more strata lots must obtain an EPR. Depending on location, the deadlines are December 31, 2026 for Metro Vancouver / Fraser Valley / Capital Region, and December 31, 2028 for other BC regions.

 

>> What does an EPR need to include?

An EPR must cover:

  • Current electrical system capacity and load demands

  • Peak demand estimates and spare capacity

  • Forecasts for future demands like EV chargers and electrification

  • Recommendations on demand management or system upgrades

>> Is an EV Ready Plan (EVRP) required by law?

No — an EV Ready Plan is not legally required. However, it is strongly recommended because it is a prerequisite for many rebate programs, especially from BC Hydro, and it helps your building plan for EV charging infrastructure efficiently.

>> What rebates are available for EV Ready Plans and EV infrastructure?

  • You can receive up to $3,000 rebate (or 75% of the cost) for developing an EV Ready Plan. 

  • EV Ready infrastructure (wiring, conduit, panel upgrades) may be eligible for up to 50% rebate, up to $600 per parking stall, with a project cap (e.g. $120,000)

  • Charger rebates: up to $2,000 per charger (or limited-time higher amounts in some cases) for installing Level 2 EV chargers.

>> Do I need pre-approval before doing electrical upgrades?

Yes, for EV Ready infrastructure and charger rebates, you must obtain pre-approval from BC Hydro before starting any work. However, for the EV Ready Plan rebate itself, pre-approval is not required.

>> Who can prepare an EPR or EV Ready Plan?

They must be prepared by a qualified, licensed electrical contractor or registered professional electrical engineer who understands the requirements set by BC’s Strata Property Regulation.

>> Can EPR and EV Ready Plan be done together?

Yes — while they are different reports, many strata choose to bundle EPR + EVRP services. Doing both together can reduce costs, streamline planning, and ensure consistency in capacity forecasts and design.
